Parc naturel de la mer de Corail : rôle des experts dans la préparation de la réglementation sur les réserves et le tourisme

Abstract : The present work attempts to evaluate the quality of the expertise brought to the preparation of controversial decrees on tourism and reserves in the Coral Sea Natural Park, where some islets particularly rich in breeding seabirds were not granted the level of effective protection they deserved in view of the Park's conservation objectives. The intervening experts generally had competences recognized by the scientific community though not the most influent of them. Of the 14 experts chosen by the management committee only three had no potential conflicts of interest. The interventions of experts during management committees of the Park in the first five years of its existence (2014-2019) were examined. In general, the interventions of the experts lacked supporting information, precise figures, and references to existing scientific work. Although the protection of species and habitats was the subject of part of the interventions of the experts, the present analysis revealed another major concern: that of maintaining remote islets accessible to yachtsmen and cruiseship passengers.
